The West Gate Tunnel Project is improving the open space at Watson Street, South Kingsville, with a new natural playground, landscaping and improved path connections.

 

 

Open space at Watson Street

Four key work packages remain to complete the open space at Watson Street:

  • Levelling and clean-up to ready the area beneath the power lines for planting
  • Landscaping works (grass and shrub planting) beneath the power lines
  • Extending the existing granitic sand path to fully access the new open spaces
  • Extending the concrete shared use path to connect to Edwards Reserve.

Works will commence in October 2026 and we anticipate the park to be open by the end of the year, in time for summer holidays. Check this page for further updates.

 

 

Hobsons Bay City Council future works

In November 2026, Hobsons Bay City Council is planning to seek community feedback on the proposed road closure at the intersection of Saltley and Watson streets.

As part of broader improvements to the Watson Street precinct, Council will also share a draft concept for open space improvements that include a community garden.

The project will move into its next design and development stages once community feedback is reviewed and the road closure is finalised.

Help name South Kingsville’s newest park

Local residents are invited to suggest an official name for the new park on Watson Street. This is an opportunity to leave a lasting mark on local history and help shape the identify of this new community space. Everyone who submits an eligible name will go into a random prize draw to win a $100 Visa gift card.     

To ensure the name is consistent with other place names, is culturally appropriate, and supports public safety, suggestions must meet the following criteria set by Geographic Names Victoria:

  • Be three words or less
  • Have a strong historical, environmental, or cultural connection to the immediate local area
  • Names recognising local women and the use of Traditional Owner languages are highly encouraged.

    Terms and Conditions of entry 

    General

    1. Information on how to enter and prizes form part of these Terms and Conditions. Eligible entrants who propose a name for the Watson Street Park (Naming Submission) are entered into the draw to win the Prize (Promotion). By entering the Naming Submission, entrants accept these Terms and Conditions. Entries must comply with these Terms and Conditions to be valid.

    2. The Promoter is Transurban WGT Co Pty Ltd (ACN 617 420 023) ABN 96 098 143 410, of Tower Five, Collins Square, 727 Collins Street, Docklands VIC 3008, 03 8656 8900.  

     

    Eligibility

    3. Entry is open to all residents in the Victorian postcode of 3015, including the suburbs of South Kingsville, Spotswood and Newport, who: 

    a. have submitted an eligible name submission for the Watson Street, South Kingsville Park;

    b. have provided a rationale of no more than 250 words for that name;

    c. completed an online submission form at https://forms.cloud.microsoft/r/6xv4AvYfLS; and

    d. provided a valid phone number and email address in their submission.

    3A Entrants aged under 18 years must obtain the consent of a parent or legal guardian to enter. By participating in the Promotion, the entrant, and a parent or legal guardian of the entrant (the Parent/Guardian), agree to be bound by these Terms and Conditions. 

    The Parent/Guardian:

    a. represents that they are the parent or legal guardian of the entrant;

    b. acknowledges, agrees and consents to all of the terms in these Terms and Conditions; and

    c. guarantees the obligations entered into, and representations made, by the entrant in these Terms and Conditions.

    4. The following persons are ineligible to participate:

    a. officers, employees, contingent workers, directors and management of the Promoter and their immediate families; 

    b. Government agencies and/or private sector entities, including CPB Contractors Pty Limited (ACN 000 893 667) and John Holland Pty Ltd (ABN 11 004 282 268), which are in any way associated or connected with the West Gate Tunnel Project and their directors, management and employees and their immediate families; and

    c. officers, employees and contingent workers of Queensland Motorways Management Pty Limited (ACN 010 630 921), Queensland Motorways Services Pty Limited (ACN 165 422 202) and the WestConnex Group.

    “Immediate family” means any of the following: spouse, ex-spouse, de-facto spouse, child or step-child (whether natural or by adoption), parent, step-parent, grandparent, step-grandparent, uncle, aunt, niece, nephew, brother, sister, step-brother, step-sister or first cousin.

    “WestConnex Group” means (a) WCX AHT Pty Ltd (as trustee of the WCX Asset Hold Trust) and WCX PHT Pty Ltd (as trustee of the WCX Project Hold Trust) (together the WCX Entities); (b) each company in which the WCX Entities, whether individually or collectively, own (directly or indirectly) 50% or more of the voting shares; and (c) each company which is for the purposes of section 50AA of the Corporations Act 2001 under the “control” of the WCX Entities, whether individually or collectively.

     

    Entry

    5. Naming Submissions will be accepted during the period commencing at 12.01am AEST on 5 October 2026 at and concluding at 11:59pm AEST on 1 November 2026 insert date (Promotion Period).

    6. To enter, an eligible person must, during the Promotion Period complete a Naming Submission by completing an online submission form at https://forms.cloud.microsoft/r/6xv4AvYfLS which:

    a) nominates a name for the Watson Street Park that complies with all naming requirements; 

    b) provides a rationale of no more than 250 words for that name; and 

    c) provides an email address and phone number.

    7. Nominations must comply with Office of Geographical Names requirements for the proposed name, including to:

    a) be relevant to the local area and community and not be used for another feature in the state of Victoria

    b) not be discriminatory

    c) avoid using names of living people 

    d) avoid using commercial and/or business names 

    e) be written in English or recognised format of an Aboriginal language

    f) be easy to pronounce, spell and write and must not exceed three words  

    g) only use the surname of a person who is being commemorated and initials should not be used. 

    8. Limit applies of: 

    a) three (3) name submissions per person; and.

    b) one (1) entry into the Draw per person. 

    9. The Promoter will determine whether a name submission complies with the naming requirements by assessing that submission against the naming requirements in clause 7 as well as any other Office of Geographic Names guidelines at its sole discretion. 

    10. An entry must be received by the Promoter by the end of the Promotion Period or it will not be accepted. Entries are deemed to be received at the time of receipt by Transurban, not at the time of transmission by the entrant.

    11. The Promoter takes no responsibility should a person not have the software, hardware or mobile plan that permits access to, and use of, the competition. Any costs associated with accessing the Internet, downloading data on a mobile device, or using any device to access the competition is the sole responsibility of the entrant and is dependent on the internet/mobile service provider used.

     

    Prizes and draw

    12. There is a maximum of one (1) prize to be won in the Draw.  

    13. The Prize is one (1) Visa voucher valued at $100 AUD. 

    14. The Visa voucher is subject to the issuer's terms of use. For full terms and conditions relating to the Prize, visit: https://www.visa.incentivesgiftcard.com.au/terms-conditions/. A draw will take place at 9:00am AEST on 2 November 2026 (the Draw Date) at Tower Five, Collins Square, 727 Collins Street, Docklands VIC 3008.

    15. On the Draw Date, the winner will be randomly drawn by an electronic draw process from all eligible entries received during the Promotion Period. The first valid entry drawn will win the Prize. 

    16. Persons who use multiple addresses or aliases will be disqualified. 

    17. The winner will be notified by phone via the phone number provided in their online submission form on or before 3 November 2026. During the phone call, Prize winner must confirm acceptance of their Prize, or else they will be taken to have forfeited their right to the Prize.

    18. The Promoter will make all reasonable attempts to identify and contact the Prize winner. 

    19. In the event that a Prize winner cannot be identified or contacted on or before 11:59pm AEST on 6 November 2026, despite all reasonable attempts to do so by the Promoter, or a Prize is unclaimed by that time for any other reason whatsoever (including because the winner has forfeited their right to the Prize, the winner does not accept and claim the Prize in accordance with paragraph 17 above, the winner or the winning entry does not comply with these Terms and Conditions, or otherwise), the Promoter will conduct a second chance draw on 9 November 2026 (the Second Chance Draw Date), at the same time and location as the first draw, in order to determine a second chance winner for the Prize in the same manner as the original Prize draw (subject to any written directions from a regulatory authority).  

    20. The second chance winner will be notified by phone via the phone number provided in their online submission form on or before 9 November 2026. During the phone call, second chance winner must confirm acceptance of their Prize, or else they will be taken to have forfeited their right to the Prize

    21. The Promoter will make all reasonable attempts to identify and contact the second chance Prize winners. 

    22. In the event that a second chance Prize winner cannot be identified or contacted on or before 11:59pm (AEST) on 13 November 2026, despite all reasonable attempts to do so by the Promoter, or the Prize is unclaimed by that time for any other reason whatsoever (including because the second chance winner has forfeited their right to the Prize, the second chance winner does not accept and claim the Prize in accordance with paragraph 20 above, the second chance winner or the second chance winning entry does not comply with these Terms and Conditions, or otherwise), the Promoter may dispose of the Prize as it sees fit (subject to any written directions from a regulatory authority).

    23. The Prize will be delivered to the winner by email to the email address provided in their online submission form within 14 working days of their acceptance of the Prize. If a winner ceases to meet the entry requirements set out in paragraph 3 above after entering the Promotion and before the Prize is delivered, the Prize will be forfeited by the winner and cash will not be awarded in lieu of the Prize.

    24. If the winner of the Prize is under 18 years of age, the winner and/or their parent or legal guardian (as required by the Promoter) must sign a release form provided by the Promoter in order to accept the Prize:

    a) confirming acceptance of these terms and conditions;

    b) in the case of parents/guardians, accepting full responsibility for the winner in respect of the Prize; and

    c) allowing the first name of the winner to be published on the Promoter’s website and affiliated websites and social media channels. 

    If that release form is not provided within 10 working days of the entrant being notified of the winning entry, the Prize will be forfeited, and the Promoter may select another winner for the Prize.

     

    Other terms

    25. The Promoter reserves the right to deal with any and all nominations of names submitted and rationale provided in accordance with paragraph 6 at its discretion. Each entrant acknowledges and agrees that this promotion is not a competition to win the right to name the Watson Street Park and nothing in these Terms and Conditions requires the Promoter to use any of the Naming Submissions in its submission of a name for the Watson Street Park to Geographic Names Victoria. 

    26. The unencumbered ownership of all intellectual and industrial property rights, including copyright (including future copyright), in each name submission and rationale created as a result of an entrant completing an online submission form to the Promotor in accordance with paragraph 6 vests in the Promoter on creation (Developed IPR). Each entrant assigns the unencumbered legal and beneficial ownership of all present and future Developed IPR to the Promoter. Entrants consent to the Promoter dealing with an entrant’s proposed name and rationale in any way (including copying, modifying, adapting, publishing, or communicating the entry, or allowing a third party to do so) which may otherwise infringe the moral rights of the entrant.

    27. Prizes are not transferable, not exchangeable and cannot be redeemed for cash. If a Prize or any element of a Prize is unavailable for any reason, the Promoter may substitute for that Prize, or an element of that Prize, another item of equal or higher value as determined by the Promoter (in its sole and absolute discretion and subject to all relevant legal requirements).

    28. To the extent permitted by law, the Promoter accepts no responsibility for:

    a. any late, lost or misdirected entries or other communications; or

    b. any Internet traffic congestion or problems with, or technical malfunction of, any hardware or software, including but not limited to any damage to the hardware or software of any entrant or other persons related to participation in the Promotion.

    29. The decision of the Promoter is final and binding; no correspondence will be entered into.

    30. To the extent permitted by law, the Promoter (including its officers, employees and agents) will not be responsible for any acts of god, acts of terrorism or war (declared or undeclared), state of emergency, disaster, technical failures, security breaches, tampering, unauthorised intervention, fraud, computer viruses or other events beyond the Promoter’s control which affect the proper or reasonably anticipated conduct or administration of the Promotion, or prevent the awarding of the Prize in accordance with these Terms and Conditions. If such an event occurs, the Promoter reserves the right to cancel, terminate, modify or suspend the Promotion, subject to any written directions from a relevant regulatory authority.

    31. Nothing in these Terms and Conditions limits, excludes or modifies the statutory consumer guarantees provided under the Competition and Consumer Act 2010 (Cth), or any other implied warranties under any legislation in Australia. Except for any liability that cannot be excluded by law, the Promoter (including its officers, employees and agents) excludes all liability (including for negligence), for any personal injury or any loss or damage (whether direct, indirect, special or consequential) arising in any way out of the Promotion, including but not limited to where such injury, loss or damage arises out of: (a) any technical difficulties or equipment malfunction (whether or not under the Promoter’s control); (b) any theft, unauthorised access or third party interference; (c) any entry or Prize claim that is lost, altered, damaged or misdirected due to any reason beyond the reasonable control of the Promoter; (d) any variation in the Prize value to that stated in these Terms and Conditions; (e) any tax liability incurred by an entrant or a winner; (f) participation in the Promotion or any component of the Prize by an entrant or a winner; (g) the conduct, act or omission of any service provider or prize supplier associated with the Promotion; or (h) cancellation or postponement of any portion of the Prize for any reason beyond the reasonable control of the Promoter.

    32. The Promoter reserves the right to request verification of age, consent (if required), identity, residential address and any other information from any entrant or winner relevant to entry into or participation in the Promotion including contacting the Parent/Guardian to confirm consent was obtained. Verification is at the discretion of the Promoter, whose decision is final. An entry that is incomplete, indecipherable, illegible, contains explicit or otherwise offensive language or is non-compliant with these terms and conditions is invalid and will not be accepted or considered. The Promoter reserves the right to disqualify any individual who provides false information, fails to provide information, conspires with others to gain an unfair advantage or who is otherwise involved in any way in manipulating, interfering or tampering with the Promotion.  

    33. Entrants consent to the Promoter using their name, likeness, image and/or voice in the event that they are a winner (including photograph, film and/or recording of the same) in any media or marketing promotion for an unlimited period of time without remuneration for the purpose of promoting the Promotion (including any outcome). Entries remain the property of the Promoter. Details from entries will be collected and used for the purpose of conducting the Promotion (which may include disclosure to third parties, including local lottery authorities, for the purpose of processing and conducting the Promotion) and for promotional purposes surrounding the Promotion. By entering the Promotion entrants consent to the use of their information as described and agree that the Promoter may collect and use this information, or disclose it to other organisations that may use it, in any media for future promotional, marketing and publicity purposes and/or otherwise in accordance with the Promoter's privacy policy at https://www.transurban.com/privacy without any further reference or payment to the entrants.     34. The agreement which comes into force under these Terms and Conditions is governed by, and must be construed in accordance with, the laws in force in the state of Victoria, and the Promoter and any consumer who participates in the Promotion submit to the non-exclusive jurisdiction of the courts of that State in respect of all matters arising out of or relating to these Terms and Conditions, and the performance or subject matter of the Promotion.
