Do they pass the five-step test?  

Are they 12 years old or over?

The five-step safety test

BACK – firmly against the seat back

KNEES – bend comfortably over front of seat

LAP BELT – sits low across hips, touching top of thighs

SASH BELT – sits across middle of the shoulder

TIME – can stay in this position for the whole trip
